Lewisham Council is progressing with its Building for Lewisham Programme, an initiative designed to increase the availability of social housing within the borough. The council aims to address housing needs while staying within agreed financial parameters.
The update was a key topic at the Mayor and Cabinet meeting on 9 July 2025, where the Building for Lewisham Programme Update was discussed. The report included Appendix A concerning appropriation for planning purposes.
At a prior meeting on 25 June 2025, the Mayor and Cabinet made several key decisions. These included approving the acquisition of Affordable Housing S106 units from Fosfel Hurlington Limited, integrating this acquisition into the Building for Lewisham Programme, and ensuring it aligns with the programme's budget and viability. The exact number of units being acquired from Fosfel Hurlington Limited was not specified in the meeting minutes.
To maintain financial stability within the Building for Lewisham Programme, the Mayor and Cabinet agreed to withdraw the Evelyn Court/Parker House scheme. This decision, made at the 25 June meeting, ensures the programme remains within its agreed financial limits.
Funding for the Building for Lewisham Programme will be supported through the allocation of Right to Buy Receipts and the application for recycled S106 affordable housing monies to stay within HRA borrowing limits, as outlined in the Part 2 report. The Executive Director of Place has been authorised to finalise agreements for the acquisition of section 106 homes and manage the use of Right to Buy Receipts.
