Southwark Council's Planning Committee has approved a new single-storey coffee kiosk adjacent to Tate Modern on Bankside.
The decision, made on Wednesday 7 October 2026, allows for the replacement of an existing converted taxi cab operation with a more permanent, yet removable, kiosk. The approval was granted subject to conditions, including restrictions on refuse storage and the prevention of external seating. The new kiosk, measuring approximately 3.5m by 3.5m, will be constructed from metal cladding and diffused glass, designed to be sympathetic to its prominent riverside location. It aims to enhance the enjoyment of the Borough Open Land by providing refreshments for visitors.

Concerns were raised by objectors, including Tate Modern and residents of Falcon Point, regarding pedestrian congestion, litter, waste collection, noise, heritage impacts, and the potential proliferation of similar structures. Tate Modern maintained its objection, citing concerns about the kiosk's impact on the gallery's setting and the riverwalk's character.
However, the committee noted that the trader has operated in the area for several years without significant disruption. The new kiosk's set-back position and reduced footprint were seen as an improvement over the current arrangement, which involves a taxi cab, trestle tables, and marquees that occupy more space on the main thoroughfare.
The council's conservation officers deemed the new design acceptable from a heritage perspective, stating it is sympathetic to the locally listed buildings in the area. Conditions have been imposed to control materials, servicing, waste removal, and to prevent external seating, aiming to mitigate potential amenity impacts.
Specifically, the conditions state that all waste to be removed off-site daily – none stored on site.
Furthermore, a condition prevents the applicant from placing any seating or furniture outside the unit, which also helps control daily waste management. Refuse cannot be stored outside of the kiosk.
The kiosk will operate daily from 8am to 8pm, with all waste to be removed off-site daily. Staff will use facilities at the nearby Founders Arms pub. The approval also includes conditions to ensure the kiosk is tied to its current operator, addressing concerns about potential future changes in use or management.
