Ealing Council's Cabinet has approved plans for the Mandeville housing development, paving the way for the procurement of a main contractor to build 100 new council homes for social rent in Northolt.

The decision, made at a Cabinet meeting on Wednesday, October 7, 2026, grants authority to procure a contractor through a mini-competition under the Notting Hill Genesis framework. The indicative programme shows that the Invitation to Tender (ITT) is expected to be issued in February 2027, with construction anticipated to begin in October 2028. A capital budget of £438,597.54 has also been approved to fund the post-planning phase of the development.

Councillor Louise Brett, Deputy Leader and Cabinet Member for Safe and Genuinely Affordable Homes, highlighted the scheme's contribution to affordable housing and its sustainability credentials, noting that it will achieve Passivhaus Classic certification.

The Mandeville development will consist of three apartment buildings and a terrace of townhouses, offering a mix of one, two, and three-bedroom homes. The project aims to address identified housing need within the borough and will include public realm improvements, landscaping, enhanced pedestrian routes, and biodiversity enhancements.

Procurement will be managed through a Pre-Construction Services Agreement (PCSA) followed by a main works contract. This approach is intended to manage regulatory requirements for Block A, classified as a High-Risk Building (HRB) under the Building Safety Act, ensuring Gateway 2 approval is secured before construction commences.

The development is part of Ealing Council's wider housing delivery programme, with an indicative completion date of May 2030 for all blocks.
