Brent Council Appoints Ballymore for South Kilburn Regeneration
Brent Council has appointed Ballymore Limited as the single delivery partner for the South Kilburn regeneration programme, a decision made by the council's Cabinet on Monday 12 October 2026. This marks a significant step in the long-term regeneration of the South Kilburn neighbourhood, aiming to accelerate development and ensure a coordinated vision for the area.

The new partnership model moves away from a site-by-site development approach to a single, long-term collaboration. This is intended to improve the management and maintenance of the neighbourhood, delivering approximately 1,600 new homes, alongside affordable and social rent housing, community facilities, workspace, and improved public spaces over the next 10 to 15 years.
Councillor Matt Kelcher, Cabinet Member for Regeneration & Planning, highlighted the importance of this decision for the future of South Kilburn and its residents. He stated that the programme aims to transform South Kilburn into a place residents feel proud to call home.
The regeneration programme has already delivered nearly 2,000 new homes, including over 1,200 social rent homes, with more than 900 South Kilburn tenants moved into new, modern homes. The appointment of Ballymore Limited is expected to further accelerate this progress.
Procurement and Resident Input
The decision follows a thorough procurement process, with criteria developed in partnership with local residents to ensure the delivery partner met their priorities. These priorities included high-quality affordable housing, coordinated estate management, timely delivery, and community collaboration. Beyond these resident-focused priorities, Ballymore Limited was evaluated against 16 criteria across four key areas: Programme Vision (Placemaking Approach, Design/Build Quality/Climate Action, Immediate Impact/Meanwhile Use Strategy, Programme Wide Residential Approach, Estate Management/Stewardship), Empowered Communities (10 Year Overarching South Kilburn Social Value Strategy, First 24 Months Social Value Action Plan), Resilient Partnerships (Team/Partnership Commitments/Governance, Programme Wide Delivery Approach, Hereford & Exeter Delivery Approach, Contractual Arrangements), and Value Creation (Optimising Land Value, Private Sale Profit Margin, Funding, H&E Land Offer, Overage).
The 'single, long-term collaboration' model with Ballymore Limited is intended to differ from the previous site-by-site approach by ensuring a coordinated vision and improving the management and maintenance of the neighbourhood. The procurement process itself involved resident input, with evaluation criteria developed in partnership with local residents. Furthermore, Ballymore's response to the 'Empowered Communities' vision includes commitments to meaningful community partnership and collaboration, supporting South Kilburn as a neighbourhood in transition. Their approach also outlines long-term, unified estate management and stewardship, including proposals for resident and tenant/occupier involvement in future management, governance structures, participation models, and routes for community voice in decision-making. While specific mechanisms for ongoing consultation and feedback throughout the entire 10 to 15-year period are not detailed, a 'Resident panel' was involved in dialogue sessions and bid evaluation during the procurement process.
Future Development
The regeneration programme aims to deliver community facilities and workspace alongside the new homes. While specific details about the types of facilities and workspace are not yet provided, their development is planned over the next 10 to 15 years.
Authority has been delegated to the Corporate Director, Neighbourhoods and Regeneration, in consultation with the Leader of the Council and the Cabinet Member for Regeneration & Planning, to finalise all relevant legal and commercial agreements and enter into the contract with Ballymore Limited. This decision was formally recorded in the Decisions Monday 12-Oct-2026 10.00 Cabinet document.
