Harold Wood Library Set to Reopen, Council Leader Announces
Harold Wood Library is poised to reopen its doors to the public, fulfilling a key election pledge made by the council. Councillor Keith Prince, Leader of the Council, announced the upcoming reopening during a Havering Cabinet meeting on Wednesday, 14 October 2026. He indicated that an announcement regarding the reopening was likely to be made the following day.

The reopening will feature a new operating model, which could potentially serve as a template for other libraries within the borough. Councillor Prince stated that this new approach would involve a very different way that we do it. It's going to be using, uh, uh, uh, an organization that, um, we'll be running it for us.
While specific details of this new model were not fully elaborated, it is anticipated that an external organisation will be involved in running the library.
Councillor Prince expressed his strong support for libraries, emphasising their crucial role in community life and as safe spaces for young people. I'm a big supporter of libraries, not because I believe so much in the value of books. I do, uh, but because of the community aspect of the libraries, you know, the nip and natters that the ability for young people to have a safe place, the ability for young people to study, you know, that there are homes where, um, children really because of other siblings may not be able to have the time and space to concentrate for their studies. Whereas these libraries provide that,
he explained. This highlights the importance of libraries not just for access to literature, but as vital hubs for study, concentration, and social interaction, particularly for those who may lack such facilities at home.
The reopening of Harold Wood Library is part of the council's commitment to restoring services that were previously impacted. It is understood that the previous administration closed three libraries within the borough, including Harold Wood Library. The council is actively working on reopening these facilities.
Councillor Prince concluded by stating that the new operating model might offer a way to generate savings, which could be crucial in keeping other libraries open across the borough. The agenda for the Cabinet meeting can be found here, and the public reports pack is available here.
