Westminster City Council's Planning Sub-Committee (3) has granted conditional planning permission for a major redevelopment at 10 Victoria Street, London, SW1H 0NN. The decision, made on Tuesday 13 October 2026, will see the demolition of the existing office buildings at 10-18 and 20 Victoria Street to make way for a new office-led development.

The approved scheme includes retained basement levels, a ground floor with mixed uses, and 12 upper storeys topped with rooftop plant and terraces. Public realm improvements, on-site cycle parking, and servicing facilities are also part of the plan.

The redevelopment was approved with three votes in favour and two against, subject to the views of the Mayor of London and the completion of a Section 106 legal agreement. The Greater London Authority's consultation response supports the redevelopment in principle, stating that it would optimise this site within the Victoria Opportunity Area and the Central Activities Zone in line with the objectives of London Plan Policies GG2 and GG5.

The ground floor will feature two flexible commercial units, suitable for retail, restaurants, financial and professional services, indoor sport and fitness, and medical or health services (Class E(a), (b), (c), (d) and (e)).

This agreement will secure significant financial contributions towards climate mitigation, adaptation, and carbon reduction projects, as well as an employment and skills plan. Specifically, the Section 106 agreement includes a contribution of £926,305.80 (index linked) for the City of Westminster's Carbon Offset Fund, with priority given to projects within the Victoria Neighbourhood Area. Furthermore, the agreement will secure an Employment and Skills Plan, including operational phase employment targets and a financial contribution of £737,316.78 (index linked and payable prior to the commencement of the development) towards local employment, training, and skills development initiatives, supporting the Westminster Employment service.

Additional conditions have been imposed concerning archaeological investigation, foundation design, and surface water flood risk management. Regarding traffic and pedestrian flow, the report notes that on Dean Farrar Street, the building will be set back, widening the existing footway from approximately 1.35m to 2.25m, improving pedestrian movement. However, the proposed building line along Victoria Street will project forward, reducing the available footway width. Transport for London has requested further information regarding cycle parking, servicing arrangements, and trip generation, with concerns remaining about the design and accessibility of long-stay cycle parking, which will be secured by a condition.
