Harrow to Pinner cycle scheme completion delayed by drainage and BT sign relocation

The completion of the Harrow to Pinner cycle scheme has been significantly delayed, with ongoing drainage problems and the relocation of a BT sign contributing to the extended timeline. The project, which aims to create a safer walking and cycling route between Harrow town centre and Pinner station, has faced multiple setbacks, pushing back its expected finish date.

During a meeting on Tuesday, 20 October 2026, councillors were updated on the progress of the Harrow to Pinner Improvements scheme. Transportation Manager Laura McIntosh explained that the project has encountered several phases of work, with drainage issues proving particularly problematic. Specifically, there were some issues with some of the drainage work that we weren't able to do all of it because the underground apparatus wasn't in the location that was indicated on the drawings that we received. So it's had to be changed.

Councillor Rhys Benjamin highlighted that the scheme's completion date had been repeatedly pushed back, expressing concern over the lack of adequate information provided to residents and stakeholders regarding the project's progress. Ms McIntosh clarified that a previously mentioned September completion date referred to only one phase of the works, and that further phases, including drainage and resurfacing, are still outstanding. It's actually different phases of work. So the work that was due to be finished by September has been completed, and then there's another phase of work that's still to be done. So it's not the whole route that's expected to be finished by September. It was just that phase.

The relocation of a BT sign outside a chip shop in Pinner has also been a point of contention. BT only recently received planning permission for its relocation, a delay attributed to BT's planning permission process. The council had requested this be expedited, and the planning department had taken action. The scheme was designed with the knowledge of the sign's location several months prior, and BT had to apply for planning permission, which they have only just received.

The drainage issues have been exacerbated by underground apparatus not being in the location indicated on the original drawings, necessitating changes to the planned work. Additionally, some work was paused during Jewish holidays to accommodate those attending Pinner Synagogue. The resurfacing work, which requires night-time operations, is scheduled for a later date to minimise disruption to daytime traffic.

Despite the delays, the scheme's design has been approved by TfL, and the Station Road section is set to commence after the completion of Phase 2 of the Marsh Road works. The overall project is being delivered in phases, including sections from Harrow to Harrow & Wealdstone Station, Wealdstone to Edgware, and Harrow to Harrow Weald.

Residents have expressed frustration over the prolonged disruption caused by the scheme, with one resident noting that the project has blighted Pinner since February. Concerns were also raised about the communication surrounding the project, with one individual stating that the initial estimated completion date of February 20th was unrealistic and that communication over the period had been not very good. In response to these concerns, officers advised that a newsletter was to be distributed later in the week to provide more information to residents and businesses. The MyHarrow Talk page had also been updated.

Further details on the project can be found in the Public reports pack for the Traffic and Road Safety Advisory Panel meeting on Tuesday 20 October 2026.
