Kensington and Chelsea Council approves Turkmenistan Embassy plans
Kensington and Chelsea Council has approved plans for the Turkmenistan Embassy to be established at 53 Victoria Road. The decision, made by the Planning Applications Committee on Tuesday, 20 October 2026, grants permission for the change of use of the property from a single-family dwelling to an Embassy and Consulate of Turkmenistan. The approval also includes the installation of a flagpole, National Emblem, and associated signage.

The property, situated within the De Vere Conservation Area, will now serve as the Turkmenistan Embassy and Consulate. The proposal was supported by the council's planning officers, who deemed the area suitable for diplomatic uses, noting the existing presence of other embassies nearby. The new embassy is expected to accommodate six staff members, with an anticipated one to five visitors per day.
Operating hours for the embassy will be Monday to Friday, from 09:00 to 18:00. The Consular Section will operate between 09:30 and 12:00 on Monday, Tuesday, Thursday, and Friday, with Wednesdays designated as a closure day for consular services. The exact nature of the consular services offered has not been specified.
External additions, such as the flagpole and signage, were deemed acceptable as they are directly associated with diplomatic functions and are expected to preserve the character and appearance of both the host building and the surrounding conservation area. This proposal aligns with Local Plan Policy TC9, which supports diplomatic uses in designated areas. Concerns regarding residential amenity have been addressed through conditions that restrict operating hours and prohibit audible music outside the premises.
While the change of use will result in the loss of a residential dwelling, this is considered acceptable given the site's suitability for diplomatic purposes and the personal nature of the permission granted to the Embassy of Turkmenistan. Should the Embassy vacate the premises, the property will revert to its original residential use. The proposal is therefore considered to comply with the relevant policies of the Development Plan. Further details on the planning application can be found in the Public reports pack for the Planning Applications Committee meeting on 20 October 2026.
