Newham Council Pension Fund Hits Record £2.2bn Amid AI Bubble Concerns
The Newham council pension fund has reached a record asset valuation of £2.2 billion, marking an increase of over £166 million from the previous quarter. This growth occurs despite prevailing concerns about potential risks associated with an AI bubble
in financial markets. The fund's estimated surplus now stands at £117 million, with a funding level of 106% as of June 2026.

During a recent Pensions Committee meeting, Councillor Joe Hudson-Small voiced concerns regarding the fund's exposure to complex financial arrangements and the potential risks posed by an AI bubble. Pete Smith, Investment Adviser from Barnett Waddingham, addressed these concerns by explaining that diversification across various asset types and styles, coupled with the current surplus, provides a significant buffer against such risks. He noted that while AI impacts various sectors, including energy usage and renewable investments, the primary mitigation strategies for potential AI bubble risks include diversification and the existing surplus. Value managers like Wellington and the global focus fund are considered less exposed to tech companies.
The outlook for equities over a two-year horizon was described as cautiously negative.
This outlook, while factoring in AI bubble concerns, is also influenced by market volatility stemming from geopolitical situations, particularly the Middle East conflict. This has led to uncertainty around global economic growth and fears of inflation due to rising gas and oil prices.

Beyond general diversification, the fund has historically employed derivative strategies to provide downside protection, sacrificing some upside to limit asset falls to no more than 20%. The current surplus also acts as a buffer to support some risk.
As of 30 June 2026, the fund's asset valuation reached £2.2 billion. While the Investment Strategy Update report outlines target allocations for various asset classes, a specific current breakdown as of the meeting date (21 October 2026) is not explicitly provided. However, the 'Performance and asset allocation dashboard' for the quarter ending 30 June 2026 shows a 'Growth portfolio' at 66%, 'Income' at 28%, and 'Protection' at 6%.

In terms of performance, the fund achieved a 7.6% return in the one-year period ending 30 June 2026, placing it in the 70th percentile of the Local Government Pension Scheme (LGPS) fund universe for that period, according to the PIRC Local Authority Fund Statistics annual league table.
The committee agreed the draft Pension Fund Annual Report for 2025-26. Any changes arising from the audit will be delegated to the Section 151 Officer in consultation with the Chair.
The next Pensions Committee meeting is scheduled for 16 December 2026.
