Croydon Council approves flats conversion at 16 Liverpool Road after parking plan amendment
Croydon Council's Planning Sub-Committee has approved a proposal to convert a property into three flats at 16 Liverpool Road, Thornton Heath, following a significant amendment to its parking plan. The decision was made on Thursday, October 15, 2026.
The approved plans also encompass associated cycle and refuse storage, and the utilisation of an outbuilding as communal space. The conversion of the property into three flats must be completed within six months from the date of the planning permission.

The decision to grant permission was proposed by Councillor Sean Fitzsimons and seconded by Councillor Humayun Kabir.
The application had initially been refused due to the lack of a legal agreement to mitigate parking impacts. The original parking impact that necessitated this agreement was precisely the mitigation of these parking impacts. The specific criteria or conditions that led to the initial refusal were the absence of such a legal agreement.
However, the subsequent submission of a draft legal agreement, which includes a financial contribution of £3,000 towards sustainable transport initiatives and the removal of resident access to parking permits in council-run car parks and Controlled Parking Zones, was deemed acceptable by the committee. The amended parking plan details the removal of resident access to permits in council-run car parks and Controlled Parking Zones.
The £3,000 financial contribution will be allocated towards sustainable transport initiatives, although specific projects are not detailed in the meeting minutes.
The communal outbuilding, which has an internal floorspace of 37sqm, will be used by residents to store large items such as suitcases, garden maintenance equipment, and garden furniture. It will also contain a toilet and sink and be secured by a coded lock.
Further details regarding the meeting and the planning application can be found in the Printed minutes of the Planning Sub-Committee meeting on 15th October 2026. The Public reports pack for the same meeting also contains relevant information.
