Westminster City Council has granted a new premises licence to Pepe's Piri Piri, located at 151 Edgware Road, after initial noise concerns were addressed. The applicant, Sauki Enterprise Ltd, initially proposed operating hours until 4:00 AM, but these were later reduced to 3:00 AM during the application process in response to concerns raised.

The Licensing Sub-Committee approved the application following a review of proposed operating hours and mitigation measures. The applicant plans to operate a restaurant serving hot food, with late-night refreshment services.

Environmental Health initially raised concerns that the proposal may undermine the licensing objectives of prevention of public nuisance and protection of children from harm. However, these concerns were withdrawn because the applicant reviewed the evidence of the existing operation of the premises and Environmental Health determined there was insufficient evidence to justify the initial concerns.

The applicant proposed 13 conditions consistent with the operating schedule, including reduced hours for late-night refreshment and opening hours from 4:00 to 3:00, and proposed additional conditions in response to representations. These 13 conditions are detailed in Appendix 4 of the Public Reports Pack, and include measures such as:

  • Installing CCTV cameras inside and outside the premises.
  • Hiring extra security staff.
  • Implementing health and safety measures for customers and staff.
  • Providing staff training on first aid and fire safety.
  • Implementing a zero-tolerance policy on alcohol and drug consumption.

Other licensing applications considered at the meeting included The Windmill Theatre, 100 Wardour Street, and 1 Cavendish Square.
