Westminster's Licensing Sub-Committee has granted a new premises licence to DB Lifestyle Group Limited for 1 Cavendish Square, after an agreement was reached with the Metropolitan Police. The decision, made on Thursday 10 July 2025, allows the venue to operate as a restaurant and lounge with specific hours for late-night refreshment, retail sale of alcohol, and various entertainment activities.

The applicant describes the premises as proposing to operate as a restaurant and a lounge. The Public Reports Pack includes letters of support from the Malta High Commission and the Commonwealth Enterprise and Investment Council, as well as details of the applicant's experience in the hospitality industry.

The applicant, DB Lifestyle Group Limited, had initially faced objections from the Metropolitan Police, Environmental Health Service, Marylebone Ward Councillors, and The Marylebone Association. The Public Reports Pack notes that objections had been received from these parties. However, these objections were later withdrawn after the applicant agreed to a number of conditions with the Metropolitan Police Service and Environmental Health Service.

  • Sale by Retail of Alcohol: Monday to Sunday 07:00 to 01:00
  • Performance of Dance: Monday to Sunday 07:00 to 01:00
  • Films: Monday to Sunday 07:00 to 01:00
  • Play: Monday to Sunday 07:00 to 01:00
  • Live Music: Monday to Sunday 07:00 to 01:00
  • Recorded Music: Monday to Sunday 07:00 to 01:00
  • Anything of a similar description to that falling within (e), (f) or (g): Monday to Sunday 07:00 to 01:00
  • Hours premises are open to the public: Monday to Sunday 07:00 to 01:30

The Public Reports Pack for the meeting notes that the applicant agreed to several conditions with the Metropolitan Police Service and Environmental Health Service, leading to the withdrawal of objections. Letters of support from the Malta High Commission and the Commonwealth Enterprise and Investment Council were also included in the report pack, highlighting the applicant's experience in the hospitality industry.

It was noted in the meeting that No licensable activities shall take place at the premises until the Environmental Health Consultation Team has determined the capacity which shall not exceed 250 customers for the premises and the Licensing Authority has replaced this condition on the licence with a condition detailing the capacity so determined.
