Hackney Council's Licensing Sub Committee D has blocked a planned event at Kingsland Nursery, citing concerns over potential noise nuisance and prevention of public nuisance to local residents.
The decision was made during a meeting on Tuesday, 15 July 2025, where the committee reviewed a Temporary Event Notice (TEN) submitted for an event scheduled for 19 July 2025, from 12:00 to 21:00 at the nursery, located at 3 Birkbeck Mews. The Supplementary Agenda shows that both the Metropolitan Police and the Environmental Protection Team objected to the TEN.

The police raised concerns about previous noise complaints from local residents due to amplified music being played in the open at previous unlicensed events. The police also stated that The use of TENs were discussed in advance and it was never agreed that regulated entertainment would take place.
The Environmental Protection Team echoed these concerns, noting numerous complaints from multiple households regarding noise nuisance from music played at the premises. They also noted that a noise abatement notice had been served.
The TEN Report states that the Licensing Sub-Committee considered the issuing of counter notices, being satisfied that licensing objectives would be undermined if the premises were used in accordance with the temporary event notice.
The council's licensing policy, as outlined in the Public Reports Pack, states that when considering an objection to a TEN, the council will assess any history of complaints as a result of licensable activity that may or may not have been authorised by a TEN, and consider the track record of the premises user.
According to the agenda, the event organizer has the right to appeal the Licensing Sub Committee's decision. Any appeal to the Thames Magistrates Court must be made within 21 days of the decision being formally sent in writing. However, because this is a TEN, no appeals can be made later than 5 working days before the event is scheduled to take place.
