Haringey Council's Noel Park Project, aimed at improving homes in the Noel Park conservation area through essential Health & Safety and Decent Homes works, has experienced a budget increase of £10.7 million, pushing the total budget to £32.2 million. The decision was made during a Cabinet meeting on 15 July 2025.

The project focuses on essential Health & Safety and Decent Homes works1 to properties, including replacing rear pod extensions, external fabric repairs, roof and window replacements, and internal modernisations such as new kitchens and bathrooms.

The increased budget also includes a rise in professional fees from £847,000 to £1,270,500, an increase of £423,500.

The council attributes the budget surge to several factors:

  • Enhanced Scope of Works: The original plan underestimated the extent of work required due to the condition of the period properties and their pods. The properties required significant work to meet Decent Homes standards[^15] and comply with safety regulations.
  • Conservation Area Requirements: As Noel Park is a conservation area, specific construction methods and materials are required, adding to the project's complexity and cost.
  • External Factors: The COVID-19 pandemic, Brexit, and global material shortages have led to increased material costs and labor rates.

The Cabinet report notes that 103 properties in Phase 1 have been completed, with work underway on 88 properties in Phase 2. However, Phase 2 works have been suspended pending the approval of the additional funding.

The council aims to ensure transparency and accountability in the allocation and spending of the additional £10.7 million through a robust governance and contract management approach. This includes monitoring project progress through the Housing Capital Board, a dedicated project team, verification of claims, regular risk analysis, and lessons learned reviews2.
