Plans for five mews houses at the rear of 55 Broseley Grove, London, SE26 5LD are set to move forward with minor material amendments approved by the Lewisham Planning Committee B. The changes, applied for by Sydenham Mews Limited under Section 73 of the Town and Country Planning Act, include adjustments to the layout, materials, and housing mix of the previously approved scheme.
The approved changes include reconfigured internal layouts, fenestration amendments, the replacement of hung tiles with brickwork on the northern elevation, and a realignment of the southern boundary wall. The housing mix will also change from five three-bedroom units to one three-bedroom unit and four four-bedroom units. The report stated that the change in housing mix was considered acceptable, as it would provide a greater number of family-sized units, aligning with the overall housing strategy for the Lewisham borough.
These adjustments come after a previous planning history for the site, including a refusal and subsequent appeal decision allowing a similar scheme. The application was brought before the committee due to more than 10 valid planning objections received. Key concerns raised by objectors included whether the works fell within the scope of a minor material amendment, potential conflicts with approved conditions, overdevelopment of the site, inadequate access and parking, and the impact on neighbour amenity. Despite the objections, planning officers recommended approval, subject to conditions, stating that the proposed amendments were minor and would not significantly alter the character of the development. The report also addressed transport concerns, noting that the development is car-free and that cycle storage would be provided. The legal agreement would secure a car-free scheme, preventing residents of the new development from obtaining parking permits. Prior to the first occupation of the building, further details of cycle parking shall be submitted and approved in writing by the local planning authority, such details to include secured and covered cycle parking in compliance with the London Cycling Design Standards. Conditions will be imposed to protect neighbour amenity during and after construction. No development shall commence on site until a Construction Management Plan has been submitted to and approved in writing by the local planning authority. The Plan shall cover dust mitigation measures, the location and operation of plant and wheel washing facilities, details of best practical measures to be employed to mitigate noise and vibration arising out of the construction process, details of construction traffic movements including cumulative impacts which shall demonstrate rationalised travel and traffic routes to and from the site, measures to deal with safe pedestrian movement, security management and details of the construction hours and activity.
