Greenwich Council is pursuing an injunction to gain access to a tenant's property for an electrical safety check, marking the first such action by the council. The move highlights the council's focus on electrical safety and compliance within its housing stock.
The Royal Borough of Greenwich's Housing and Neighbourhoods Scrutiny Panel received an update on housing compliance and safety improvements at a meeting on Tuesday, 15 July 2025. The report detailed performance in key areas of compliance, often referred to as the big six
or big seven
, which the housing industry uses to track safety performance, including gas safety, electrical safety, water/Legionella, lifts, asbestos, and fire safety.
According to the Compliance Performance Update, the council has seen strong performance across Fire Risk Assessments, Gas Safety, Asbestos, Water, and Lift safety. However, there has been a significant focus on electrical safety, with the council progressing its first access injunction through the courts to gain access to a tenant's property for an electrical check.
The council self-reported to the Regulator of Social Housing on 13 May 2022 regarding electrical, asbestos, and FRA actions, and a regulatory notice was issued in August 2022, citing non-compliance in water risk assessments. Monthly meetings are ongoing with the regulator to track improvements.
All Royal Borough of Greenwich blocks have had an electrical check completed and Electrical Installation Condition Report (EICR) completed. Works are progressing to complete remedial works in the final buildings to enable issue of a satisfactory certificates for all blocks which will enable the Council to report 100% compliance in this area.
The Public Reports Pack included an audit by Savills, who noted improvements made in the service over the previous three years and that policies, processes, and management plans were in place.
