Greenwich Council's Licensing Sub-Committee B convened on Wednesday, 16 July 2025, to review a premises licence application submitted by AA Retail Ltd for their location at 16 Herbert Road, London, SE18 3SH.

The meeting, which was open to the public and press, included Councillors Ann-Marie Cousins, Jahdia Spencer, and Roger Tester. Matthew Attoh served as the Committee Service Officer, and Inaara Mcconville was also in attendance.

The sub-committee considered the application in accordance with the Licensing Act 2003, which requires the council to promote the licensing objectives. According to the Information Pack, these objectives are:

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

The Agenda also noted that the sub-committee would confirm the minutes of a previous meeting. The report pack for the meeting included Appendix A, Appendix B, and Appendix C relating to the application.

The Information Pack outlined factors that councillors should not consider, including whether the premises will be open to the public, permitted hours under planning consent, the nature of plays, or the number of similar venues in the area.

Any person aggrieved by the decision of the Licensing Sub-Committee can appeal to the Magistrates' Court, as stated in the Information Pack.

The meeting was conducted virtually and recorded, with the recording to be available on the council's YouTube Channel for 12 months.
