Ealing Council is undertaking a comprehensive review of its financial and contract regulations to ensure efficiency, transparency, and accountability in its operations. This review is part of a scheduled process to ensure the council's constitution, which outlines its operational procedures and decision-making processes, remains up-to-date.
The council's Constitution Committee met on Wednesday, 16 July 2025, to discuss updates to several key areas, including ethical governance, financial regulations, contract rules, officer employment rules, and members' allowances. The council was scheduled to review the various chapters of its constitution, including: Introduction, The Council, The Executive, Scrutiny, Committees, Access to Information, Ethical Governance, Delegations, Finance and Contract Rules, Officer Employment Rules, and Members Allowances Scheme. The review aims to ensure the council operates in accordance with statutory provisions, accepted accounting principles, and professional best practices, according to the Public Reports Pack.
The council's constitution, which is divided into chapters, sets out how the council operates, how decisions are made, and the procedures it follows. The review included consideration of the following chapters:
- Introduction: Explains citizens' rights and how the council operates.
- The Council: Outlines the role and functions of the full council.
- The Executive: Covers the Leader and Cabinet responsibilities.
- Scrutiny: Details the overview and scrutiny committee terms.
- Committees: Lists the committees and sub-committees.
- Access to Information: Contains procedure rules regarding access to information.
- Ethical Governance: Includes codes of conduct for members and protocols.
- Delegations: Outlines the scheme of delegations to officers.
- Finance and Contract Rules: Contains financial and contract procedure rules.
- Officer Employment Rules: Details officer employment procedure rules.
- Members Allowances Scheme: Outlines the members' allowances scheme.
Key areas of focus included the council's code of conduct for members, which emphasises acting with selflessness, integrity, objectivity, accountability, openness, honesty, and leadership. Councillors are expected to maintain high standards of conduct, treat others with respect, and avoid bullying or intimidation, as detailed in Chapter 7 - Ethical Governance.
The review also encompassed financial regulations designed to ensure compliance with statutory provisions and good accounting practices. These regulations cover financial management roles, financial planning, risk management, control of resources, and financial systems. The council's financial regulations are intended to ensure that the council conducts its affairs in a way that complies with relevant statutory provisions, generally accepted accounting principles and professional good practice.
Contract procedure rules were examined to ensure openness, integrity, and accountability in the council's procurement processes. The rules cover procurements of varying values, tender awards, contract management, and exceptions to the rules, according to Chapter 9 - Contract Procedure Rules. The contract procedure rules are intended to ensure a system of openness, integrity and accountability in the council's procurement process.
Officer employment procedure rules and the members' allowances scheme were also reviewed to ensure fair and transparent practices in these areas.
The council aims to provide leadership to the community and make decisions effectively, accountably, and transparently, as stated in Chapter 1 - Introduction. The constitution is available for public inspection on the council's website, promoting citizen engagement in local governance.
