A resident has objected to a Westminster off-licence's application to extend its late-night hours, raising concerns about potential disturbances in the Victoria Special Consideration Zone.
The Licensing Sub-Committee (2) convened on Thursday 17 July 2025, to discuss an application to vary the premises licence for Eureka, located at 46 Warwick Way. The shop and off-licence sought to extend its hours for retail alcohol sales and general opening times. The application requested that the hours be extended to 23:00 Sunday to Wednesday and to 01:00 Thursday to Saturday. Dhavalkumar Trivedi, the applicant, also sought to vary conditions 13 and 27, and to remove condition 29.
According to the Public Reports Pack, the premises falls within the Victoria Special Consideration Zone, making policy SCZ1 of the City of Westminster Statement of Licensing Policy applicable.
Stephanie Appiah-Anderson, representing the Environmental Health Service, initially raised concerns that the extended hours could increase public nuisance within the zone and impact public safety. However, the Environmental Health Service withdrew their representation on 18 June 2025, following an agreement on further conditions, which can be found in appendix 4 of the report.
PC Steve Muldoon, representing the Metropolitan Police Service, also initially objected to the application, citing concerns that granting the extension could undermine the prevention of crime and disorder licensing objective. Following a reduction in hours, the Metropolitan Police withdrew their representation on 12 June 2025.
A local resident lodged an objection, stating that the proposed hours are significantly beyond the core hours allowed for an off-licence,
and that the application makes no reference to the extra risks identified within the Victoria Special Consideration Zone.
The sub-committee, chaired by Councillor Maggie Carman, Deputy Cabinet Member - Adult Social Care, Supported and Specialist Housing, also included Councillor Barbara Arzymanow and Councillor Patrick Lilley, Deputy Cabinet Member for Economic Development, Lead Member for Soho and LGBTQ+ Champion. They were scheduled to consider the application alongside other licensing matters, as outlined in the Agenda frontsheet.
