Hackney Wick venue 90 Hideout & 90 LIVE is seeking to extend its operating hours, but faces opposition from the Metropolitan Police and the Licensing Authority. The application, submitted by Hoxton 177 Ltd, requests permission to extend hours for plays, films, indoor sporting events, live and recorded music, performances of dance, late night refreshment, and the supply of alcohol.

The Licensing Authority has objected to the application, noting that the hours sought are far in excess of the LP3 Core Hours set out in the council's licensing policy. According to Hackney Council's Statement of Licensing Policy, LP3 Core Hours are:

  • Monday to Thursday 08:00 to 23:00
  • Friday and Saturday 08:00 to 00:00
  • Sunday 10:00 to 22:30

The venue's current hours, as of the Public reports pack Monday 21-Jul-2025 14.00 Licensing Sub Committee E, are:

  • Monday to Thursday: 10:00 - 22:00
  • Friday and Saturday: 10:00 - 02:00
  • Sunday: 10:00 - 22:00

Compared to the LP3 Core Hours, the venue's current hours are within the core hours for Monday to Thursday and Sunday, but exceed the core hours on Friday and Saturday.

The proposed new hours are:

  • Monday to Wednesday: 10:00 to 01:00
  • Thursday 10:00 to 02:30
  • Friday and Saturday 10:00 to 06:00

The applicant also seeks to extend the opening hours of the premises to:

  • Monday to Wednesday: 08:00 to 01:30
  • Thursday: 08:00 to 03:00
  • Friday and Saturday: 08:00 to 06:30

The Hackney Council Licensing Sub Committee E met on Monday 21 July 2025 to discuss the application.

Objections

PC Amanda Griggs of the Metropolitan Police has raised concerns based on the prevention of crime and disorder, and the prevention of public nuisance. The Licensing Authority has also objected on the grounds of the prevention of public nuisance.

The Licensing Authority also stated that the applicant has offered no additional conditions or mitigations in support of the extended hours sought. They also requested evidence of the current planning status of the premises, stating:

The applicant should provide evidence of the current Planning status of the premises, in accordance with LP5 Planning Status. Would the hours sought for opening/operation be in keeping with the current Planning status of the premises.

Two representations were received from local residents. One was in support of the application, and the other was opposing it on the grounds of the prevention of crime and disorder, public safety, prevention of public nuisance and the protection of children from harm.

Traffic Management

The capacity for the outside area at the front of the premises is limited to no more than 75 persons at any one time, according to the Public reports pack Monday 21-Jul-2025 14.00 Licensing Sub Committee E. An updated traffic management plan was included in the report pack. This plan included measures to address late-night traffic build-up, the presence of a Caribbean food van, illegal parking, and the use of body cameras by traffic marshals.

These measures include:

  • Creating an Uber pick-up location outside the venue.
  • Deploying two traffic marshals to prevent traffic congestion.
  • Reporting cars causing obstruction or nuisance to the police.
  • Offering food inside the venue to discourage external food vendors.
  • Monitoring and instructing drivers to prevent illegal parking.
  • Using body-worn cameras to ensure marshal safety and provide evidence of non-compliance.

The updated traffic management plan, as detailed in the Supplementary Agenda Item 6 Supporting document Updated Traffic Management Plan, addresses late-night traffic build-up (2:00am – 6:00am) with the following solutions:

  • Creating an Uber pick-up location outside the venue.
  • Deploying two traffic marshals to manage traffic flow and prevent congestion.
  • Reporting obstructing vehicles to the Metropolitan Police.
  • Adding additional security to the pick-up location.

The Licensing Sub Committee is expected to make a decision on the application in the coming weeks. The decision will take into account the representations from the applicant, the police, the Licensing Authority, and local residents. The Sub Committee must also have regard to Hackney Council's Statement of Licensing Policy 2023-2028 and the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
