Hounslow Council's Licensing Panel is reviewing a Temporary Event Notice (TEN) application for the Goan Music Festival Afterparty at Springwest Academy after the Metropolitan Police voiced strong objections, citing safety and public nuisance concerns. Police anticipate potential conflict arising from individuals attempting to enter the afterparty after the daytime Goan Music Festival. PC Mark Johnstone stated that the TEN application does not explain how they will stop 9 thousand people who could well be intoxicated from, entering the school to this second party. This is likely to cause conflict from hundreds of intoxicated people trying to get into this second party, and would likely lead to antisocial behaviour, injuries and damage.
The afterparty, planned for 27th-28th July 2025, seeks permission for the sale of alcohol, regulated entertainment, and late-night refreshment from 20:00 to 05:00. The event is to be held at Springwest Indoor Hall, Springwest Academy, Browells Lane, Feltham, TW13 7EF.

The police representation, included in the Public Reports Pack, highlights potential conflict arising from attendees of the daytime Goan Musical Event attempting to enter the afterparty. PC Mark Johnstone, Police Constable and Licensing Officer, expressed concerns that granting the TEN could lead to antisocial behaviour, injuries, and damage. He suggested that if the TEN is granted, it should end by 23:00, with no alcohol sales or late-night refreshment.
In an email exchange, PC Johnstone told Mr Rodrigues:
I cant see that your TEN application can go ahead safely, I recommend this to not take place and if you do not withdraw the application. I will object at a licensing hearing, and if granted specify that it must end at 2200hrs and have no alcohol.
PC Johnstone also noted that previous concerns raised in the Safety Advisory Group (SAG) regarding the event's Event Management Plan (EMP) had not been addressed in the updated version. These concerns included:
- Details of the search policy
- Handling of contraband
- The number of Security Industry Authority (SIA) security staff
- Licensing details
- Traffic management
Mr Rodrigues provided documents relating to security search procedures, manpower deployment, and traffic management for the Goan Music Event. He also provided an alcohol management plan and a security plan for the indoor music event, detailed in Appendix D. The Alcohol Management Plan outlines a strict Challenge 25 policy: Anyone who appears under 25 will be asked for valid photo ID
and acceptable forms of ID are passport, photo driving licence. Staff will receive training and a reminder on ID checking procedures prior to the start of the event as part of the induction. Underage persons will be refused service and reported to the security team if necessary.
The Licensing Panel has several options:
- Grant the application in full.
- Grant the application with modifications.
- Reject the application and issue a counter notice.
The panel is scheduled to convene on Wednesday 23 July 2025 to make a determination. The Agenda for the meeting is publicly available.
