The application seeks to:

  • Extend the supply of alcohol for consumption off the premises from Monday to Sunday 23:00 – 02:00. All sales between 23:00 – 02:00 Monday to Saturday would be deliveries only, and all sales between 22:30 – 02:00 Sunday would be deliveries only.
  • Add late-night refreshment from Monday to Sunday 23:00- 02:00.
  • Amend the opening hours for Friday and Saturday from 07:00-23:00 to Monday To Saturday 07:00-23:00 and Sunday 10:00- 22:30.

The application has drawn objections from two ward councillors and three resident associations, who cite concerns about public nuisance, noise, and safety. These concerns were documented in the report pack for the Licensing Panel D meeting on Thursday, 31 July 2025.

According to the report pack, the application engages the licensing objectives relating to the prevention of crime and disorder, the prevention of public nuisance, and the prevention of children from harm. The application does not include women's safety principles, though the report pack included proposed conditions, including that all front of house staff shall be trained in Welfare and Vulnerability Engagement (WAVE), Ask for Angela , and drink spiking. To further address the licensing objectives, the report pack also proposes that the premises shall only use electric mopeds for deliveries.

The Public reports pack also specifies that the Premises Licence Holder shall require any delivery partner engaged in on-line deliveries to apply a Challenge 25 policy at the point of delivery to verify the age of customers ordering alcohol during the extended hours.

A supplementary agenda included additional representation from the applicant to demonstrate where sales and deliveries would be conducted after the main store had closed, and included a photo of hatch arrangement.

The Licensing Panel D, consisting of Councillor Joseph Ball, Councillor Matt Cooper, and Councillor Sabrina Francis (Cabinet Member for Jobs, Young People and Culture), is scheduled to consider the application at their meeting on Thursday. The panel will weigh the applicant's proposals against the concerns of the community to determine whether the extended hours would negatively impact the area.
