Plans to expand the David Lloyd Sport And Leisure club in Greenford, including a new spa area and external spa garden, have met with concerns from local residents regarding potential noise increases. The Ealing Council Licensing Sub-Committee considered the application to vary the premises licence on Wednesday 6 August 2025.

The application sought to extend the licensed areas to include the new spa, spa garden, DL Kids area, outdoor pool and terrace areas, and padel courts. David Lloyd Leisure Ltd applied to vary a premises licence under section 34 of the Licensing Act 2003 for the premises. The applicant is proposing to undertake certain works at the premises in order to create a new internal spa area along with an adjacent external spa garden.

One representation was received from Stephanie Gordon, a resident of Bedser Drive, who raised concerns about the prevention of public nuisance. Ms. Gordon cited ongoing noise disturbances from early morning fitness classes, loud music, and noise from the pool area. She also expressed worries about increased traffic, potential anti-social behaviour, and the risk of drink driving. According to the Public reports pack for the meeting, no other residents voiced concerns or objections.

In an email objecting to the application, Ms Gordon wrote:

I am writing as a resident of Bedser Drive to formally raise my concerns regarding the ongoing noise disturbances caused by David Lloyd Gym, and to object to the current application for a new padel area and the sale of alcohol on-site.

Ms. Gordon stated that despite contacting David Lloyd's head office, she was informed that the gym is not located near any residential area, which she says is factually incorrect.

The existing licence permits the sale of alcohol between 10:00 and 23:00 Sunday to Thursday, and 10:00 and 24:00 Friday to Saturday. It also allows for late night refreshments between 23:00 and 24:00 Friday to Saturday, as well as recorded music, live music, performance of dance, film, and indoor sports at various times. The application to vary the premises licence does not propose any changes to these existing licensable hours or timings.

The Licensing Act 2003 provides the legal framework for licensing premises for the sale of alcohol, provision of entertainment, and late-night refreshment. The sub-committee is required to consider Ealing's Statement of Licensing Policy and guidance issued under Section 182 of the Act. The policy sets out core hours for licensable activities, with variations for town centre areas and local neighbourhoods.

Ealing's Statement of Licensing Policy sets out the matters to be taken into consideration for Pubs, Bars and Night Clubs; for late night hot food takeaways, for premises licensed for off sales of alcohol and for restaurants and cafes licensed to sell alcohol for consumption on the premises. The premises is not located within a Special Policy Area as defined in the Council's Statement of Licensing Policy. Core hours for local neighbourhoods are:

  • Monday - Thursday 10.00 – 23.00
  • Friday – Saturday, Bank Holiday Sunday 10.00 – 23.30
  • Other Sundays 11.00 – 23.00

The document states that No further risks have been identified which need to be addressed regarding the prevention of crime and disorder. Therefore, no specific measures are mentioned in the LSC Report David Lloyd - Full Variation to address the potential increase in traffic and anti-social behavior.

The sub-committee has the option to grant the application in full, grant it subject to conditions, grant it with revised conditions, or reject it in part or in full.
