Newham Council's Traffic, Network & Streetworks Team has objected to a temporary street trading licence application for ECU Food Truck Limited to operate on Knights Road, E16. The application, submitted by Mr Luduvico Cenon Paredes Maldonado, sought permission to sell hamburgers, hot dogs, and other food items from a food truck Monday to Friday, 07:00 to 14:00.
The application was scheduled to be discussed at a Licensing Committee meeting on Thursday, 7 August 2025, at Newham Town Hall.
The council's Traffic, Network & Streetworks Team, representing the Highways Authority, lodged a formal representation, included as Appendix B to the meeting agenda. Jim Jordan, Head of Network Management, stated the location was a footway, and parking on a footway is an offence. Mr Jordan added that the carriageway could not be used as it is an access route for large goods vehicles and tippers accessing sites in Knights and Bradfield Road. Furthermore, Mr. Jordan clarified that parking bays are designated for residents and other users, and not for commercial trading purposes.

Correspondence included as Appendix C shows that Mr Maldonado had contacted Steve Jackson, Principal Licensing Enforcement Officer, to query why his application had been declined, and to query why other similar businesses were allowed to trade in the area. Mr. Jackson responded that he had passed the information on to the Highways officer and the Community Safety Officers, and that they would visit the area to deal with the other trader.
Mr. Jackson also suggested that Mr Maldonado consider market areas or private land, providing a link to Newham markets and suggesting approaching private land owners in car parks or Gallions Reach/Retail Park. For guidance on operating in these locations, Mr. Jackson suggests contacting the licensing mailbox.
Mr Maldonado clarified that he was applying to trade within one of the parking bays on the roadside.
The Licensing Committee was asked to hear and determine the application, noting that there is no right of appeal for Temporary Street Trading Applications.
