Hackney's Licensing Sub-Committee C has granted a new premises licence to Batch Baby Ltd, located at 43 De Beauvoir Road, London N1 5SF, authorising the supply of alcohol with specific conditions. The decision was made during a meeting on 12 August 2025.

Batch Baby Ltd. is described as a coffee shop and cafe serving seasonal food and quality coffee.

The applicant sought authorisation for the supply of alcohol with standard hours from 07:30 to 17:00, and non-standard hours (for events) from 12:00 to 23:00 Sunday to Wednesday, and 12:00 to 00:00 Thursday to Saturday.

The Police Authority raised concerns regarding the prevention of crime and disorder and the prevention of public nuisance. The Licensing Authority also submitted representations regarding the prevention of public nuisance, noting that the hours sought exceeded the LP3 Core Hours and that the premises were located in a residential area.

The Licensing Authority noted that the hours sought exceeded the LP3 Core Hours. According to the Public reports pack, LP3 Core Hours are:

  • Monday to Thursday 08:00 to 23:00
  • Friday and Saturday 08:00 to 00:00
  • Sunday 10:00 to 22:30

The hours sought on Thursdays and Sundays were in excess of the LP3 Core Hours.

To address these concerns, the committee approved the application with conditions, including:

  • Installation and maintenance of a comprehensive CCTV system.
  • Staff training to handle incidents and contact authorities.
  • A strict Challenge 25 policy.
  • Sound level limits during functions, with closed doors and windows after 22:00 to contain noise.
  • Requests for guests to leave quietly.
  • Restrictions on children's access. Children shall only be allowed on the premises when accompanied by a responsible adult, for the protection of children from harm.
  • Cessation of alcohol consumption in the outside area/garden at 22:00.
  • Limiting the garden area to smokers after 22:00, with a maximum of five patrons at a time.
  • Provision of first aid kits and trained staff.
  • A maximum capacity of 110 for private events.
  • No promotions for alcohol sales.
  • Compliance with waste disposal regulations.

The Environmental Enforcement Authority also requested conditions, agreed to by the applicant, including proper waste management and litter control. Batch Baby Ltd. must comply with the following waste disposal regulations:

  • The Licensee shall ensure that all staff are fully trained and made aware of the legal requirement of businesses to comply with their responsibility as regards the disposal of waste produced from the business premises.
  • The Licensee shall ensure that any contract for general and recyclable waste disposal shall be appropriate in size to the amount of waste produced by the business.
  • In order to minimise the amount of time any waste remains on the public highway in readiness for collection, the Licensee will ensure the timeframe within which it may expect its waste carrier to collect is adhered to.
  • The Licensee shall instruct members of staff to make regular checks of the area immediately outside the premises and remove any litter, bottles and glasses emanating from the premises.
  • The Licensee shall provide a safe receptacle for cigarette ends to be placed outside for the use of customers.

The Licensing Sub-Committee considered the application and the representations made, and was satisfied that the licensing objectives would be promoted with the imposed conditions.

According to the LSC Report Re-43 De Beauvoir Road, no representations were received from local residents.

Applicants or any party to the hearing, who made a valid representation, can appeal against the decision made by the Sub-Committee. According to the Public reports pack, the appeal to the Thames Magistrates Court must be made within 21 days of the decision being sent formally in writing. However, TEN's have the added restriction that no appeals can be made later than 5 working days before the event is scheduled to take place.
