Lewisham Council has appointed councillors to five licensing sub-committees, as agreed at the Licensing Committee meeting on 13 August 2025. These sub-committees are essential for discharging functions under the Licensing Act 2003 and the Gambling Act 2005.

The appointments, detailed in the Appointments to Sub Committees report, ensure the council meets its constitutional requirements. Sub-committees A-D will manage the majority of hearings in rotation. The Urgency Sub-Committee will address summary applications and short-notice applications for Temporary Event Notices. These sub-committees will handle a range of licensing matters, contributing to the council's corporate priorities of building an inclusive local economy and safer communities.

The agreed sub-committee memberships are:

  • Sub-Committee A: Councillor Yemisi Anifowose, Councillor Sian Eiles, Councillor Aisha Malik-Smith
  • Sub-Committee B: Councillor Chris Barnham, Councillor Bill Brown, Councillor David Walker
  • Sub-Committee C: Councillor Kim Powell, Councillor David Walker, Councillor Natasha Burgess
  • Sub-Committee D: Councillor Natasha Burgess, Councillor Billy Harding, Councillor Sian Eiles
  • Urgency Sub-Committee: Councillor Yemisi Anifowose, Councillor Bill Brown, Councillor Chris Barnham

Any member of the Licensing Committee can substitute for a member of a Licensing Sub-Committee, and each sub-committee will appoint its own chair and vice-chair.
