A Kensington and Chelsea licensing sub-committee has reviewed a temporary event notice (TEN) for a proposed alcohol sale point at 289 Westbourne Park Road during the 2025 Notting Hill Carnival, following objections from the police and the Noise and Nuisance Team.
The TEN, submitted by Miss Tamara Nicole Figueira Gouveia, a resident of the property, sought permission to sell alcohol and provide regulated entertainment from midday to 7pm on Sunday 24 August and Monday 25 August 2025. The plan involved using the landing of the front door at 289 Westbourne Park Road, with a maximum of 10 people at any one time. The regulated entertainment would consist of music from a portable speaker. According to the Temporary Event Notice Redacted, Miss Gouveia proposed selling alcohol for consumption on and off the premises.

However, PC Jinelle Caldinez of the Metropolitan Police raised concerns about the prevention of crime and disorder and public safety. PC Jinelle Caldinez highlighted the premises' location on a key part of the Carnival route, near large crowds and sound systems like King Tubby's. The police feared that alcohol sales from this location, outside the official Carnival footprint, could create dangerous crowd pinch points, obstruct emergency access, and increase the risk of disorder. PC Jinelle Caldinez also noted the absence of a risk assessment or management plan, and that Miss Gouveia would not be present at the event.
King Tubby's is a sound system. Its proximity to the proposed alcohol sale point is a concern because the police believe that alcohol sales from this location, which is outside the official Carnival footprint, could create dangerous crowd pinch points and obstruct emergency access.

Mr Julian Trill, Team Manager at RBKC Environmental Health Noise and Nuisance, also objected on the grounds of public safety and prevention of public nuisance. Mr Julian Trill cited the lack of a risk assessment or event management plan, and raised concerns about customer queuing spilling onto the parade route, causing obstruction and safety issues. He also asserted that loud music may encourage crowding and congregation, which could form a bottleneck and impact crowd flow, while also creating noise nuisance to local residents.
The report for discussion included extracts from the council's Statement of Licensing Policy, which says that the council wants to have a safe and enjoyable Carnival.
25.3 The Carnival 'footprint' stretches from Harrow Road in the north, down to the Great West Road and Chepstow Road in the east, to Notting Hill Gate in the south and then Ladbroke Grove in the west. This Licensing Authority will pay particular attention to any application for a premises licence or to any TEN notification in this area, and its close proximity, that is intended to include the weekend of Notting Hill Carnival (Saturday, Sunday and Monday).
The Statement of Licensing Policy also says that applicants for new premises licences, variations to existing premises licences, and TENs should demonstrate in their applications how their proposed activity would support the licensing objectives and not have an adverse impact on the emergency services.
Where an objection is made to a Temporary Event Notice, the premises user is recommended to attend an oral hearing. The relevant person
who submitted the objection notice is also invited to attend to support the contents of their objection.
In determining this matter, the committee must have regard to the objection notice(s) from the relevant person(s) and take such of the following steps as it considers necessary for the promotion of the licensing objectives. The steps are:
(a) Issue a counter notice if it considers it necessary for the promotion of any of the licensing objectives to do so,
(b) Take no action, and allow the notice to have effect, or
(c) If the premises has the benefit of a premises licence or club premises certificate impose one or more conditions which are specified on the premises licence or club premises certificate which the committee considers are not inconsistent with the carrying out of the licensable activities under the temporary event notice.
The sub-committee, comprised of Cllr Marie-Therese Rossi (Vice-Chair, Licensing Committee)), Cllr Dori Schmetterling, and Cllr Linda Wade, considered the objection notices. The sub-committee was asked to consider the objection and determine whether to issue a counter notice, take no action, or impose conditions.

This excludes notices which have been withdrawn or issued a counter notice. Some of the notices may still be under consideration.
