Redbridge Council is considering extending its contract with Vision RCL, the organisation that delivers leisure and culture services in the borough. The current funding and management agreement is set to expire on 31 March 2026, and the council is weighing its options for the future of these services.

The council aims to use the extension period to develop a long-term strategy for leisure and culture services beyond March 2027. According to the public reports pack from the meeting, the extension would allow sufficient time for the completion of the options appraisal, robust decision-making, and implementation of any new arrangements, while maintaining service delivery.

The Overview and Scrutiny Committee met on Wednesday 10 September 2025 to discuss a report recommending a 12-month extension of the agreement with Vision RCL, pushing the expiration date to 31 March 2027. The extension would also include an option for a further 12-month extension at the council's discretion.

The meeting documents state that the council appointed FMG Consulting to conduct a full business case analysis, recommending the best service delivery models. However, the report stated that it was unlikely that there would be enough time to implement any decision made before 31 March 2026.

The report pack considered several options:

  • Do nothing: Rejected because the council has a statutory duty to provide certain services, such as libraries.
  • Insource the services: Not recommended due to the limited time remaining under the management agreement.
  • Reprocure the services: Also not recommended due to the limited time remaining.
  • Extend the current management agreement with Vision RCL: This was the recommended option.

The report pack specifies that insourcing or reprocuring are not feasible within the current timeframe because of the limited time remaining under the management agreement .

The extension to the funding and management agreement with Vision RCL will be for a value of £11.122m plus indexation on its current terms . The report pack also notes that the management fee does not allow for any income loss claims.

The cost of the one-year extension is within the council's base budget. According to the report pack, any inflation, as per the contract, will be provided for and added to the contract price (the management fee) from 1 April 2026 onwards, based on the September 2025 Consumer Price Index (CPI).

The report pack stated that Vision RCL was amenable to an extension and would work with the council for the extended term.
