Croydon Council's Licensing Sub-Committee convened on 12 September 2025, to review a personal licence following the issuing of a civil penalty under the Licensing Act 2003. The civil penalty was issued because the Personal Licence Holder was required to pay an immigration penalty.

Councillor Patsy Cummings chaired the meeting, which was held remotely.

The sub-committee previously considered the matter at a meeting on 10 July 2025. According to the minutes from the previous meeting, the committee was minded to suspend the personal licence rather than revoke the licence. As a result, the sub-committee was required to notify the Chief Officer of Police and invite representations regarding the potential suspension or revocation of the licence, focusing on the prevention of crime. The Licensing Sub-Committee was scheduled to re-convene to consider any representations made by the Chief Officer of Police within the statutory time frame.

The agenda for the 12 September meeting, detailed in the Public reports pack, included several standard items, such as apologies for absence, approval of minutes from the previous meeting, disclosure of interests, and consideration of urgent business. A motion to exclude the press and public was also on the agenda during the discussion of the personal licence determination, citing the likely disclosure of exempt information under the Local Government Act 1972.

The minutes from the 10 July meeting, also included in the Public reports pack, indicate that the sub-committee took into account representations from the Interim Corporate Director, Sustainable Communities, Regeneration & Economic Recovery, Culture & Community Safety, as well as written and oral representations made by and on behalf of the Personal Licence Holder during the hearing.

Following the 10 July meeting, the sub-committee resolved to:

  • Give notice to the Chief Officer of Police, inviting written representations within 14 days regarding the potential suspension or revocation of the licence.
  • Re-convene to consider any representations made by the Chief Officer of Police and the Personal License Holder before making a final determination.

The parties involved, including the police, were requested to submit dates to avoid in September and October 2025 for the reconvened hearing. The date for the reconvened hearing, where the Licensing Sub-Committee will make a final determination, will be communicated in due course.
