Islington's Joint Overview and Scrutiny Committee on Health convened on 12 September 2025, to address the financial stability of North Central London's (NCL) healthcare system and to review ongoing transformation projects.

The committee examined the NCL Integrated Care System (ICS) finances, focusing on the strategic direction and the 2025/26 financial figures for the NCL Integrated Care Board (ICB) and NHS Trusts responsible for delivering services to NCL patients. Discussions also included updates on the St Pancras Hospital Transformation Programme and NCL ICB reconfiguration, according to the agenda.

The meeting took place at the Resources Department Town Hall, Upper Street, London. Councillor Joseph Croft, Chair of Health, Wellbeing & Adult Social Care Scrutiny Committee and Mental Health Champion, and Councillor Tricia Clarke were among those in attendance.

St Pancras Hospital Transformation Programme

A key focus of the meeting was the St Pancras Hospital Transformation Programme, which aims to transform and improve mental and physical healthcare services for patients in North Central London. The programme includes:

  • Relocating services to new facilities, such as Highgate East and Lowther Road.
  • Redeveloping the St Pancras Hospital site to include NHS services.
  • Creating a new centre for Moorfields Eye Hospital (Oriel).
  • Building new housing.

The program is expected to deliver improved mental health and community services in fit-for-purpose environments and enable population health improvement.
