A Leyton brewery, Blondies Brewery, is under scrutiny as Waltham Forest Council's Licensing Act 2003 Sub-Committee considers its application for a new premises licence. The sub-committee was scheduled to review the application for the brewery, located at 258 Church Road, Leyton, E10 7JQ, on Thursday 11 September 2025, but the meeting was postponed.

Ms Verity Cox, the applicant, is seeking permission to conduct several activities daily between 08:00 and 23:00, including plays, films, live music, recorded music, and the sale of alcohol both on and off the premises. The proposed hours of operation for the brewery are from 08:00 to 23:30 daily.

The council's Licensing Team has raised concerns regarding the application, submitting a representation based on the prevention of public nuisance. According to the Public reports pack, this representation from the Licensing Team covers the licensing objectives related to preventing public nuisance. The Licensing Team also questioned whether Ms Cox has full access to the entire premises area as depicted in the floorplan, suggesting that the exhibition space/café/restaurant area should not be included in the licensed area. They raised concerns that Ms Verity Cox may not have full access or authorisation to use the entire premises area as depicted in the floorplan.

The Licensing Act 2003 Sub-Committee has several options regarding the application, including:

  • Granting the application in full
  • Granting the application in part
  • Refusing the application

The Public reports pack outlines general principles for licence conditions, stating that they must be appropriate for promoting licensing objectives, precise, enforceable, and tailored to the individual premises. Conditions should not duplicate existing statutory requirements or seek to manage customer behaviour beyond the direct control of the licence holder.

The report pack also details mandatory conditions applicable to all Premises Licences and Club Premises Certificates, covering the supply of alcohol, exhibition of films, door supervision, age verification policy, and permitted pricing. It also addresses irresponsible drinks promotions and the provision of free potable water.
