Barnet is set to enhance its public rights of way network after the Cabinet approved the Rights of Way Improvement Plan (ROWIP) 2025-2035 at a meeting on Tuesday, 16 September 2025. The plan outlines a strategic vision for the next decade, aiming to create a more accessible and integrated path network across the borough for walkers, cyclists, horse riders, and those with mobility challenges.

Councillor Alan Schneiderman, Cabinet Member for Environment & Climate Change, presented the plan, emphasising its support for Barnet's goals for sustainable transport, public health, and inclusive access to green spaces. The ROWIP aligns with the Barnet Local Plan, Transport Strategy, and Health and Wellbeing Strategy.
The plan aims to create a network that:
- Encourages sustainable travel
- Promotes physical activity and mental wellbeing
- Enhances connectivity between communities and green spaces
Key actions outlined in the plan include upgrading existing paths and expanding the network to address gaps. The plan also includes promoting usage through improved signage and digital tools, and collaborating with partners across various sectors.
The success of the ROWIP will be measured through key performance indicators (KPIs) and outcomes across multiple service areas, including increases in walking and cycling rates, reductions in transport-related emissions, and enhanced accessibility for people with disabilities. A mid-term review will be conducted in 2030 to assess progress and adjust priorities as needed, according to the Public Reports Pack 16th-Sep-2025.
The plan was shaped through a review process, including an evaluation of the previous ROWIP, a strategic assessment of the current network, integration with transport planning, and public consultation via the Engage Barnet platform.
The Cabinet delegated delivery responsibilities to the Director of Highways and Transportation, who will work in consultation with the Cabinet Member for Environment and Climate Change, Councillor Alan Schneiderman.
The decision was made at a Cabinet meeting that also covered a range of other topics, including the future of the Network service, land usage at Copthall Playing Fields, the council's delivery and outcomes framework, economic development, placemaking, domestic abuse strategy, community involvement, housing, parking software, and a review of Capita contracts.
