Hillingdon Council's social housing service has received a consumer grading of C2, the second highest possible, following an inspection by the Regulator of Social Housing. This grading reflects a strong performance, as it is the second highest grade possible. The results were presented to the Cabinet at a meeting on 18 September 2025.

While the inspection highlighted many strengths in the council's housing services, it also identified areas needing improvement to reach the highest grade, C1. These areas include the Safety and Quality Standard, the Transparency, Influence and Accountability Standard, and, to a lesser extent, the Neighbourhood and Community Standard.

Councillor Steve Tuckwell, Cabinet Member for Planning, Housing & Growth, addressed the Cabinet, saying the grading reflects the many strengths in how we deliver housing services from repairs and safety to tenancy management and community engagement. He also noted the areas for improvement, including ensuring all homes meet the decent homes standard, strengthening tenant engagement and scrutiny, and improving reporting and oversight of repairs, dampen mould and adaptions, ensuring tenants have clear, accessible information in complaint processes.

Councillor Tuckwell assured the Cabinet that the council is actively taking steps to address these areas. A full action plan will be approved and published, with progress reported regularly to both the Cabinet and the Regulator. He also thanked the officer team for their hard work in supporting the inspection process.

Councillor Ian Edwards, Leader of the Council, congratulated Councillor Tuckwell and the team, acknowledging the pressures on local authorities regarding social housing and finite budgets. He stated that securing a C2 grade at the first time of asking was a credit to the officers and team, and he looked forward to seeing progress towards a C1 rating.
