Haringey is undertaking a review of its Walking and Cycling Action Plan (WACAP), aiming to improve cyclist safety and align with the road user hierarchy. The review will also consider how the plan affects those with 'protected characteristics'.
The Culture, Community Safety & Environment Scrutiny Panel met on Monday, 15th September 2025, to discuss the draft scope and project plan for the review.
The project aims to identify residents' experiences with the WACAP, support cyclist safety, make recommendations to the Cabinet, compare Haringey's practices with other local authorities, and consider the effects on those with 'protected characteristics'.
The panel was expected to consider the draft scope from the meeting in March 2025 and the proposed project plan for their review of the Walking and Cycling Action Plan (WACAP).
The Draft review timeline outlines the following timeline:
- September 2025: Begin online consultation
- September/October 2025: Hold evidence gathering sessions with relevant groups and desk top research
- 6 November 2025: Evidence gathering at meeting
- 16 December 2025: Final report to scrutiny panel
- 19 January 2026: Final report to Overview and Scrutiny Committee TBC
- 20 January 2026: Final report to Cabinet TBC
The panel reviewed the draft scope from March 2025, along with the June 2025 progress update of the Walking and Cycling Action Plan and the Streets for People Investment Plan.
The meeting was attended by Councillors Makbule Gunes (Chair of the Children and Young People's Scrutiny Panel), Liam Carroll, Luke Cawley-Harrison (Leader of the Opposition), Eldridge Culverwell, George Dunstall (Chair of Pensions Committee), Mark Grosskopf, and Sue Jameson (Mayor), as well as Fola Irikefe.
