Newham Council is set to review its approach to promoting walking as a form of physical activity after concerns were raised about the absence of a borough-wide strategy, despite increases in overall activity levels in recent years.
Adult activity levels in Newham have increased by 10% over the last five years. Children and young people's activity levels have also risen, from 28% in 2018/19 to 43% in 2023/24, narrowing the gap with London and national averages. However, a significant portion of the population remained inactive.
The issue was brought to the forefront during a Health and Adult Social Care Scrutiny Commission meeting on Wednesday 17 September 2025, where Councillor John Gray, Chair of Pensions Committee, highlighted the accessibility and affordability of walking for residents, particularly with Newham's proximity to green spaces and established routes. He suggested that a comprehensive walking strategy appeared to be lacking.
Councillor Neil Wilson, Cabinet Member for Health and Adult Social Care, welcomed the remarks and acknowledged Councillor Gray's advocacy for walking. He pointed to the health benefits of walking, including its role in cardiovascular recovery, and mentioned an existing walking group based at Plaistow Library. While the meeting information does not provide details of other specific walking initiatives supported by the council, it was noted that the council's approach to promoting physical activity extends beyond leisure centres and is embedded in a whole-borough strategy, including active travel, libraries, community assets, and the voluntary sector.
Walking could be better integrated into wider council strategies,
said Councillor Wilson. He also proposed that supporting facilities like public toilets should be considered as part of a holistic approach to promoting walking.
The commission agreed to further explore the development of a walking strategy as part of its ongoing efforts to improve physical activity levels across the borough. The agenda and minutes from the meeting are available online.
