Ealing Council has been urged to create a building-level risk register to better protect residents from climate-related threats, including river flooding, surface water flooding, and drought.

The recommendation came from the Economy and Sustainability Scrutiny Panel at their meeting on 18 September 2025, where they discussed sustainability and resilience in the borough. Currently, the council's risk register identifies risks at the super output area level, but the panel suggested that a more granular approach is needed to account for specific buildings that may be at greater risk. For example, the council is beginning to explore more granular levels of analysis, including by building type, recognising that a care home in a medium-risk area would still face significant vulnerability.

Mark Thomlinson, Head of Climate Action and Sustainability, and Elzbieta Kaleta, Net Zero Carbon Manager, presented the Ealing Climate Adaptation and Resilience Programme, which formally launched at the end of 2024. They highlighted the increasing frequency and intensity of severe weather events in London and the need for adaptation, noting that Ealing has been identified as having relatively high exposure to heat-related risk.
