A garden room and timber pergola have been approved for construction at 36 Holland Park, after a meeting of the Kensington and Chelsea Planning Applications Committee. The applicant for the project is the ViaDala Foundation, for use by the occupants of the ground floor flat (north).

The committee granted planning permission and listed building consent for the project. The committee reviewed the Public reports pack before voting, and approved the application, subject to conditions.

Amended plans were received to remove a previously proposed lantern on the roof of the garden room. The applicant was asked to remove the lantern roof to reduce the overall height and bulk of the structure, and submitted revised plans to include a flat roof with a rooflight instead. The Addendum Report for North Pack and the Enforcement Case confirms that re-consultation was not required in this instance.

The committee reviewed objections to the application, including concerns that the garden room was an oversized structure, and that the development posed a threat to protected trees and biodiversity. Concerns were also raised about potential noise, light and privacy concerns, and the impact on property values.

According to the Public reports pack, the Conservation and Design Officer said that the location of the pergola was supported, but that the fabric awning over the top would add excessive bulk to the garden along with the garden room. The officer said that they would need details of the kitchen, to ensure there are no flues, chimneys or vents, and a detailed design of what the kitchen would look like given the large size of it.

The Arboricultural Officer confirmed the proposal would have minimal impact provided the mitigation measures in the report are adopted. The one cherry tree required to be removed is already in poor conditions and it would be replaced.

It is understood that the committee also approved an application for extensions and alterations to 16 Pembridge Crescent with the conditions set out in the report.
