Haringey faces significant challenges, including a rise in fly-tipping incidents. This issue was brought to light during a Housing, Planning and Development Scrutiny Panel meeting on Tuesday 23 September 2025, where the panel reviewed the Corporate Delivery Plan Update Q1.
The report pack highlighted several areas needing attention, with 6% of activity lines specified as 'Red,' indicating they are not on track to achieve specified outcomes or face delivery risks. These include:
- Deliver a business case for a Power Purchase Agreement for the corporate estate.
- Develop an approach for greater alignment with Young Carers activity.
- Work with disabled people to explore changes in charging policy for people requiring independent living support.
- Implementation of the Procurement Modernisation Programme (PMP).
- Street Lighting - Energy Efficiencies
- Streamlining paper parking permit processing
Fly-tipping incidents have increased, with 4,408 incidents recorded in the first quarter of 2025. This is higher than the 4,268 incidents recorded at the end of Q4, and more than any quarter in 2024/25. The council is taking proactive steps to identify and address fly-tipping, including actively searching for fly-tips and monitoring rubbish disposal times. These actions may account for some of the increase in reported fly-tipping. The numbers are being closely monitored alongside enforcement actions taken where appropriate.
Despite these challenges, the report pack for the Housing, Planning and Development Scrutiny Panel also noted that good progress is being made across all themes, with 68% of outcomes having been rated as Green overall and a further 26% rated Amber. These ratings reflect delivery against the 188 lines of activity and milestones set out in the Corporate Delivery Plan (CDP). The Appendix 1 Haringey CDP Q1 2025-26 Update Report provides a RAG (Red, Amber, Green) rating covering time, budget, resources, benefits, and risk, along with commentary evidencing progress made in Quarter 1 (April to June 2025).
