Residents of Feltham have raised concerns regarding a new café's application for a premises licence to sell alcohol. The Licensing Panel convened on Thursday, 25 September 2025, to consider the application for Lampton Parkside Café, located at Unit 2, 88 Lampton Road, Hounslow, which falls within a cumulative impact policy area.

The 'cumulative impact policy area' is defined as the potential impact on the promotion of the licensing objectives of a significant number of licensed premises concentrated in one area. Lampton Road is included because the café is located within the cumulative impact policy area for Hounslow and North West Isleworth, Heston and Cranford. According to the Hounslow Licensing Policy, this area was initially identified in 2015 and expanded in 2020 to include an area of Heston.

The application, submitted by Goodcare Global UK Properties Ltd, seeks permission to supply alcohol for consumption on the premises between 12:00 and 22:00, Monday to Sunday, with opening hours from 08:00 to 22:00. This has prompted worries among local residents, who fear potential increases in noise and public nuisance.

Resident Objections

Four representations from local residents were included in the Public reports pack Thursday 25-Sep-2025 19.30 Licensing Panel, citing concerns about noise, disturbance, public nuisance, antisocial behaviour, safety, security, and the suitability of the location for alcohol service. Residents provided evidence to support their claims, including reports of loud noise/music from the café during events, overflowing rubbish from the bin store area, poor parking in the loading bay, and food smells emanating from the air vents. One resident stated:

The location is absolutely not suitable for the selling of alcohol, either daily or during private events, as it is completely overlooked by the flats on the first and second floors of 88 Lampton Road, and others in the buildings opposite and behind the cafe (Furnival Court and Cotswold House as examples). There are families and working people who live on the estate of Lampton Parkside who likely do not wish to be affected by the sights, smells and sounds of alcohol being served throughout the day, every day of the week until 10pm at night.

Applicant's Operating Schedule

Goodcare Global UK Properties Ltd has outlined several steps in their operating schedule to address the four licensing objectives:

  • Prevention of Crime and Disorder: Measures include staff training on the Challenge 25 scheme, maintaining an incident log, and ensuring alcohol is not obscured from staff view.
  • Public Safety: Limiting the maximum number of people on the premises to 60 and regular collection of glasses and bottles.
  • Prevention of Public Nuisance: Displaying a telephone number for residents to contact management about noise or antisocial behaviour, restricting deliveries and waste collections to between 07:00 and 23:00, and preventing litter accumulation outside the premises.
  • Protection of Children from Harm: Training staff on alcohol sales, implementing a Challenge 25 policy, and maintaining an alcohol sales refusal register.

Staff will receive specific training regarding responsible alcohol service, including the Challenge 25 scheme, permitted hours and activities, refusal register maintenance, recognising signs of drunkenness, procedures for refusing service, and emergency action protocols.

Police Intervention

The Metropolitan Police have corresponded with the applicant, resulting in agreed additional conditions, including:

  • Installing and maintaining a comprehensive CCTV system.
  • Ensuring a staff member is on the premises at all times who is conversant with the operation of the CCTV system.
  • Preserving any crime scene in the event that a serious assault is committed on the premises.
  • Prohibiting open vessels from being taken outside the curtilage of the premises at any time.

The Licensing Authority has also suggested conditions, including revised hours for alcohol supply (11:00 to 22:30) and additional measures relating to CCTV, staff training, incident logs, signage, and the Challenge 25 scheme.

The effectiveness of the implemented measures, such as CCTV and incident logs, will be monitored through regular inspections. Incident logs must be completed within 24 hours of any incident and made available for inspection upon request. CCTV recordings must be made available immediately upon the request of Police or authorised officer. Training records will also be available for inspection.

Council Policy

The Hounslow Licensing Policy states that each application will be considered individually, taking into account the operating schedule, suitability of the premises, any cumulative impact policy, and representations received. Conditions will only be placed on licences if they are appropriate to meet the licensing objectives and proportionate to the issues identified.

The Licensing Panel has the option to grant the application in full, modify it, or reject it in whole or in part.

If the café violates the conditions of their alcohol license, the Hounslow Licensing Policy outlines that responsible authorities and other persons can apply for a review of the premises license if problems arise in relation to any of the licensing objectives. The Licensing Authority can exercise a range of powers when dealing with a review. In cases where the crime prevention objective is being seriously undermined it is expected that revocation of the premises license, even in the first instance, will be seriously considered.

Next Steps

The Licensing Panel will consider all representations and evidence before making a decision on the application. The decision will be communicated to the applicant and those who made representations, with information on appeal rights.
