Westminster City Council is moving forward with its Church Street regeneration project, with plans to build 430 new homes. The Shareholder Committee met on Friday 26 September 2025 to discuss and adopt an updated business plan for the Church Street Regeneration LLP, a joint venture with Mount Anvil New Holdings Limited, to develop Site A of the Church Street Masterplan.

The updated business plan, dated June 2025, outlines the development of Site A, which will include 215 affordable homes, a new library, enhanced landscaping, commercial units, and market storage. The committee was asked to approve the plan before it goes to the Joint Venture for final approval in October 2025.

According to the Public reports pack, changes to the scheme since the initial business plan was approved in May 2024 include a reduced private sale Gross Development Value (GDV) reflecting current market conditions, and design optimisations. These changes were reflected in the previously adopted Joint Venture Business Plan in February 2025.

The Shareholder Committee, including Councillor Liza Begum (Cabinet Member for Housing Services), Councillor Ellie Ormsby (Cabinet Member for Regeneration and Renters and Armed Forces Champion), Councillor David Boothroyd (Cabinet Member for Finance and Council Reform), and Councillor Adam Hug (Leader of the Council), considered the adoption of the updated business plan.

The Shareholder Committee Report notes that Westminster Council, as a member of the LLP, is required to approve any updates to the Business Plan. If approved, the updated version will form part of the legal agreements and baseline for the Joint Venture to deliver Church Street Site A.
