Westminster Council's Planning Sub-Committee has rejected a proposal by Capital Services, the applicant for the planning application, to extend a flat on Chesterfield Street, citing design concerns and the impact on the Mayfair Conservation Area.

The application for 2 Chesterfield Street sought to create a separate lower ground floor flat, remove the existing roof structure, add a sheer extension to the fourth floor, and recreate the roof structure above. A separate listed building application addressed the removal of an existing stair, the addition of a new stair and lift, and the reconfiguration of an existing stair at the lower ground and second floors.

The Director of Town Planning and Building Control recommended refusing both the planning permission and listed building consent, citing concerns about the design and its impact on the character of the Mayfair Conservation Area. The public reports pack presented to the Planning Sub-Committee (1) on Tuesday 30 September 2025, stated that the Director recommended refusal on design and conservation grounds.

This is not the first time that proposals for development at 2 Chesterfield Street have been rejected. According to the meeting information, previous applications include:
