Hillingdon Council's Planning Committee has approved a change of use for Mead House in Hayes, paving the way for it to become supported living accommodation for adults with learning disabilities and mental health needs. A total of 20 living units is proposed across three floors.
The committee approved application 12298/APP/2025/1001 on 2 October 2025, allowing the conversion of Mead House from a healthcare facility to supported living accommodation, classified as Use Class C2. The building will also include ancillary offices and facilities.
The approval is subject to a Section 106 legal agreement, which includes:
- Safeguarding the building for care accommodation.
- An air quality mitigation contribution of £18,301.
- A contribution of £36,922 to the London Healthy Urban Development Unit (HUDU) for enhanced health facilities.
- A financial contribution of £10,000 for improved access to open space.
The planning officer's report stated that the proposed supported living care accommodation would comply with the requirements set out under Policy DMH8 of the Local Plan Part 2 and Policy H12 of the London Plan. The report also noted that the loss of the building as a community healthcare facility was acceptable as the NHS services previously provided on the site have since been located elsewhere in the borough.
The £18,301 air quality mitigation contribution will be used for Hillingdon to deliver its Air Quality Action Plan and/or implement specific measures on/along the road network affected by the proposal that reduce vehicle emissions and/or reduce human exposure to pollution levels.
The £36,922 contribution to the London Healthy Urban Development Unit (HUDU) will be used to fund enhanced or new health facilities within the London Borough of Hillingdon.
The £10,000 contribution will be used for new, enhanced or improved access to open space within the London Borough of Hillingdon.
