Greenwich is set to receive £2.5 million for transport improvements in 2025-26 as part of the Local Implementation Plan (LIP) programme. The funding, allocated by Transport for London (TfL), will support projects aimed at creating safer streets, prioritising bus routes, and developing cycleways throughout the borough.

The funding was a key topic at the Transport and Place Scrutiny Panel meeting on Tuesday 07 October 2025, where councillors reviewed the LIP programme and its alignment with the Mayor's Transport Strategy (MTS).

The allocation includes:

  • £1.183 million for Safer Corridors and Neighbourhoods
  • £100,000 for Safer Streets (including borough-wide 20mph speed limit implementation in 2025/2026)
  • £263,000 for Bus Priority
  • £346,000 for Safer Cycleway Network Development
  • £97,000 for Cycle Parking
  • £87,000 for Cycle Training
  • £300,000 for Liveable Neighbourhoods
  • £200,000 for Principal Road Renewal

The Local Implementation Plan LIP and funding update report details specific schemes that will benefit from the funding. These include improvements to the Western Way Roundabout, with plans for improved signage, lane arrangements, and a new bus lane on the approach to the roundabout. Plumstead High Street will also see safety enhancements, including the potential implementation of a one-way system at a junction, footway widening, traffic islands at wide crossings, and junction signalisation.

The council submitted its three-year LIP delivery plan in late 2024 / early 2025, making the current financial year 'year one' of the programme. The Appendix A - Updated LIP Letter 2025 - Greenwich from TfL confirms the revised allocations for Greenwich following discussions with council officers.

The LIP programme is designed to help achieve the Mayor's Transport Strategy's goals. These goals include ensuring that 80% of journeys in London are made by active, efficient, and sustainable modes by 2041, and that London achieves the Vision Zero ambition of nobody being killed or seriously injured on London's roads.
