Hammersmith and Fulham's Planning and Development Control Committee has approved the construction of three new homes on Durrell Road, Munster. The decision was made at a meeting on 14 October 2025, marking a step forward for housing development in the area.

The project involves demolishing an existing semi-detached house at 1A Durrell Road and the rear of 720 Fulham Road to make way for the new dwellings. The development also includes a basement, front and rear lightwells, a brick boundary wall with metal railings, bike stores, and amenity spaces integrated with the rear garden of 720 Fulham Road.

The approved plans are subject to a three-year time limit for commencement.

Several conditions were attached to the approval, including adherence to approved plans, and the submission of external materials details. The developers must also implement hard and soft landscaping, refuse and recycling bin storage, and cycle storage as per the approved plans. Opaque glazing will be installed on specified windows to prevent overlooking, and no external alterations are permitted without prior planning permission.

Additional conditions cover solar PV panel details, flood prevention measures, tree protection, air quality emissions control, ventilation strategy, zero-emission heating systems, and a wastewater heat recovery system. Demolition and construction management plans are also required, along with a phased contaminated land assessment and remediation strategy. The dwellings are restricted to single-family use (Class C3), and adherence to the Fire Safety Statement is mandatory.

The Fire Safety Statement, prepared by Fire Safety London on 20 January 2025, outlines specific provisions that must be followed during the development, unless otherwise approved in writing by the Local Planning Authority. To ensure air quality emissions are controlled, the developers are required to submit and adhere to an Air Quality Dust Management Plan (AQDMP) for both the demolition and construction phases. Prior to commencing demolition, details of the AQDMP, in accordance with the council's AQDMP Template 'A', must be submitted and approved. A similar condition applies to the construction phase, utilizing AQDMP Template 'C'. Copies of the council's AQDMP templates can be requested by quoting the planning reference number and postal address of the development site and emailing constructionairqualitymonitoring@lbhf.gov.uk.

The committee recommended that the applicant contact the Environmental Quality team to fulfil contaminated land conditions and adhere to best practices for controlling dust emissions.

The justification for approving the application included sustainable land use, housing quality, design and heritage considerations, respect for residential amenity, and acceptable transport and environmental impacts. The development aligns with planning obligations, including car permit restrictions and financial contributions for affordable housing, public realm improvements, and community safety measures.
