An Enfield councillor's personal licence has been revoked after he was convicted of a foreign offence in Cyprus. The decision, which impacts the councillor's ability to act as a Designated Premises Supervisor (DPS), was made at a Licensing Sub-Committee meeting on 1 October 2025, according to the minutes of the meeting.
The licence holder was convicted in Cyprus in March 2025 after refusing to be breathalysed when requested by the Cypriot police. Ellie Green, Licensing Team Manager, stated that this met the relevant test under the Licensing Act 2003 as it was a comparable offence under UK law.
The Sub-Committee were concerned that the licence holder was not in attendance to answer any questions. Ellie Green, Licensing Team Manager, explained the procedure and what would happen if the personal license was revoked. The premises had made attempts to vary DPS and had had time to prepare. Furthermore, the personal licence holder could still work at the premises, but without the specific level of responsibility of being DPS.
According to the minutes, the Licensing Sub-Committee (LSC) made the following statement:
The LSC remarked that holding a license is a significant responsibility which required the holder to be mindful of their duty to promote the licensing objectives. In this case, he had shown a disregard of his responsibilities under the Licensing Act 2003 in that following his conviction in Cyprus for a foreign offence, he failed to disclose the conviction to the Licensing Authority as required under the Act.
The LSC also noted that the licence holder had failed to make written representations about the conviction or attend the hearing. The committee considered that the licence holder had not acted as though he was willing to take responsibility for his actions and felt a revocation of his license was an appropriate decision in the circumstances. The minutes record that It was a condition of the person licence that the holder inform the licensing authority if convicted of any foreign offences.
