Bromley Council has approved the Bellegrove Housing Development, a £29 million project funded by GLA grant and external borrowing, paving the way for 69 new homes in the borough.

The decision was made at a meeting of the Bromley Council Executive on Wednesday 15 October 2025, where councillors delegated authority to the Director of Housing, Planning, Property and Regeneration to approve grant funding and execute legal documentation for the site. The Bellegrove Housing Development - Award of Works Contract Part 1 Public Report indicates that the project is part of the Building Bromley Homes for Bromley Residents programme.

The Bellegrove site, located in St Paul's Cray, was formerly a residential care home providing temporary accommodation. The site had been decanted due to significant building issues.

The development is expected to proceed according to the following timeline:

  • Planning Permission Granted: 2nd September 2025
  • Executive award Main Construction Contract: October 15th 2025
  • Main works contract signed and sealed: November 2025
  • Demolition of the existing building and contractor mobilisation: January – March 2026
  • Main Construction Works: March/April 2026 – December 2027
  • Project Completion and Handover: May 2028

The development will consist of one building split into two blocks, providing 13 supported living accommodation dwellings managed by Adult Social Care, and 55 dwellings for general needs housing. The units will include 23 one-bedroom, 26 two-bedroom, 19 three-bedroom, and one studio staff accommodation for the supported living units. Plans also include external works, landscaping, public realm improvements, a playground, external lighting, and pathways, with 10% of units meeting M4(3) accessibility standards.

M4(3) refers to 'wheelchair adaptable dwellings' as defined in Approved Document M of the Building Regulations.

The Renewal, Recreation and Housing Policy Development and Scrutiny Committee noted that the contractor will deliver social value initiatives focused on community assets, voluntary organisations, and employment opportunities for residents. The contractor will deliver a range of social value initiatives focused on improving local community assets, supporting voluntary and charitable organisations, and enhancing employment opportunities for residents. This includes physical improvements to community facilities, volunteering, and training provisions. In addition, the contractor will support local employment, apprenticeships, and work placements, alongside and attend local careers fairs. Delivery will be monitored and reported through a recognised social value framework and a dedicated team will be provided to assess social value outputs during the delivery of this scheme.

Ward councillors Wiffen and Price commented that they were pleased that the council is at the point of approval of contractors and look forward to this well needed social housing in the borough coming to life.
