Waltham Forest Council has invoked special urgency powers to ensure the continuation of care contracts after the insolvency of NRS Healthcare. The council awarded two contracts to Enabled Living to maintain essential services for residents, specifically for the IDH Plus Contract and Non-Urgent Community Equipment Services Contract.
The need for urgent action arose due to the unforeseen insolvency
of NRS Healthcare, the council's previous provider. According to the Use of Special Urgency Provisions report, immediate action was necessary to prevent disruption to critical services such as hospital discharge, admission avoidance, and community safety.
The Use of Special Urgency Provisions report was noted at a Council meeting on 16 October 2025. The contracts awarded were for:
- IDH Plus Contract, effective from 4 August 2025, for six months with an option to extend for another six months.
- Non-Urgent Community Equipment Services Contract, effective from 3 September 2025, for 23 weeks with an option to extend for another six months.
The report indicated that the Portfolio Lead Member for Health and Adults made the Executive Decision on 3 September 2025, approving the recommendation. The Chair of the Health and Adult Social Care Scrutiny Committee was consulted and gave consent before the decision was enacted.
