Haringey Council has approved a new Tenancy Strategy and Tenancy Management Policy, set to take effect from 4 November 2025, aiming to improve social housing standards and support residents. The decision was made at the Cabinet meeting on 21 October 2025, detailed in the Agenda frontsheet.

The Tenancy Strategy outlines the council’s expectations for Registered Providers of Social Housing in the borough. It offers guidance and support on letting social housing, developing housing policies, and assisting residents to live independently and sustain their tenancies. The strategy aims to ensure Registered Providers adhere to these expectations through clear guidelines and support mechanisms.

The Tenancy Management Policy details the council’s approach to tenancy management for council tenants and their households. It is designed to help the council meet the Social Housing Regulator’s consumer standards, ensuring fair, reasonable, accessible, and transparent policies.

The council's previous Tenancy Strategy ran from 2014 to 2016. A new strategy was required to meet current needs and obligations under the Localism Act 2011.

Alternative approaches were considered, but continuing with an outdated strategy or updating individual policies piecemeal were deemed insufficient to meet the council's or its tenants' needs. The comprehensive new policy aims to provide clarity and accessibility for all stakeholders.
