A Hammersmith and Fulham shop is facing a licence review after allegations of selling alcohol and vapes to underage teenagers. Best Quality Food and Wine, located at 333-335 Lillie Road, could face consequences ranging from modified licence conditions to the revocation of their licence, preventing them from selling alcohol altogether. The Licensing Sub-Committee will convene to discuss the future of the shop following an application for review by the council's Trading Standards Team.

The review application, initiated on 1 August 2024, is based on concerns about protecting children from harm. According to the Public Reports Pack for the 21 October 2025 meeting, a series of complaints and incidents have prompted the review, including:

  • A complaint from the Citizens Advice consumer helpline alleging the premises sold vapes to a 17-year-old.
  • A test purchase on 27 July 2025, where a 16-year-old volunteer was sold two vapes and a bottle of Smirnoff vodka.
  • A complaint received on 17 July 2025, alleging the premises sold alcohol and vapes to a 15-year-old girl on multiple occasions, resulting in hospital treatment after she consumed vodka.

The Metropolitan Police and the council's Licensing Authority have provided representations supporting the review application. The police based their support on the evidence provided by Trading Standards regarding the sales of age-restricted products to children. The Licensing Authority's support stems from multiple breaches of licence conditions and the sale of alcohol to a child.

The Public Reports Pack also states that a visit to Best Quality Food & Wine on 23 July 2025, by Licensing Officer Bill Masini and a Trading Standards representative, revealed incomplete CCTV coverage, unclear labelling of alcoholic drinks, and improperly maintained refusal records.

The Licensing Sub-Committee has the authority to take several actions, including modifying the licence conditions, removing licensable activities, removing the designated premises supervisor, suspending the licence, or even revoking the licence altogether. The report pack for Best Quality Food and Wine outlined these potential steps.

As of the report's publication, Best Quality Food and Wine had not submitted a response to the allegations. According to the report, No specific response has been received back from the Premises Licence Holder thus far and Licensing have indicated that they will be submitting further comments in advance of the Sub-Committee Hearing.

The Licensing Sub-Committee, consisting of Councillor Callum Nimmo, Councillor Dominic Stanton, and Councillor Jacolyn Daly, is scheduled to convene remotely to discuss the matter. The meeting is open to the public via a live stream on YouTube.
