Newham Council is extending its Independent Living Support Service (ILSS) framework agreement, the Home Care Dynamic Purchasing System, and the Dynamic Purchasing System platform (sproc.net) until 31 May 2027, after identifying flaws in the original procurement process following multiple challenges.

The decision, made during a Cabinet meeting on Thursday 23 October 2025, aims to ensure the uninterrupted delivery of vital care and support to approximately 2,000 residents.

The cabinet agreed to extend the framework agreement to allow time to re-run the procurement exercise. According to the meeting minutes, flaws were identified in the moderation process and content of the notifications.

The extension until 2027 will allow the council to re-run the procurement exercise after flaws were identified in the original process.

As part of the re-run, an internal audit will assist in reviewing the procurement process.

Councillor Rita Chadha, Cabinet Member for Health & Adult Social Care and Transforming Newham for the Future, and Councillor Sarah Jane Ruiz, Deputy Mayor & Cabinet Member for Children’s Services, Education & Sustainable Transport, were consulted on the decision.

The decision was made to:

  1. Extend the ILSS Framework Agreement, the Home Care Dynamic Purchasing System, and the Dynamic Purchasing System platform (sproc.net) until 31 May 2027.
  2. Delegate authority to the Interim Corporate Director of Adults and Health, in consultation with the Cabinet Member for Adult Social Care and Health to finalise and enter into all documentation to give effect to the decision at 3.1(a).
  3. Delegate authority to the Corporate Director of Children’s and Young People’s Services, in consultation with the Cabinet Member for Children and Young People’s Services to finalise and enter into all documentation to give effect to the decision at 3.1(b) and 3.1.(c).
  4. Delegate authority to the Interim Corporate Director of Adults and Health and Corporate Director of Children’s and Young People’s Service in consultation with the Cabinet Member for Adult Social care and Health and Cabinet Member for Children and Young People’s Services to finalise the new procurement design and approve commencement of the procurement. This will take place after a review, in which internal audit have been asked to assist.

The decision was made with the understanding that there are no alternatives, due to the statutory duty to provide Home Care.
